I'm not persuaded. Why should one read อยู่ as indicating that an action is in progress rather than making ในครัว clearly refer to mother and sprog rather than to the sweets? I contend that the phrase introduced by การ consists only of การทำขนม.
Is it possible that these phrases are deliberately ambiguous?

Very nice, Richard. So you would say that the meaning of the sentence
"แม่กับลูกกำลังเพลินกับการทำขนมอยู่ในครัวโน่น" might be,
"The mother and her [daughter] are having a good time making sweets, [and they are] located in their kitchen.
