Sorry Pirin, in my attempt to find some activity on this site I noticed that I had not replied here.
My view on modifyers is that they can be removed without loss of meaning.
Because Thai is an isolating language it is much easier to parse, but I need to do more work with English, here is how I reduce this example.
Cardinal conducted several consultations in his desire to create a master plan.
1. Expanding on consultations - Cardinal conducted consultations 'with band leaders and the entire community'
2. Cardinal 'received input from every level'
It seems that Cardinal would consult normally with band leaders but not with the entire community so I assume that this exceptional circumstance has been highlighted by 'not just with ..... but with...'
So, Cardinal conducted several consultations receiving input from every level, not only from band leaders but from the entire community, in his desire to create a master plan.
Because so much 'chaff' has been introduced the aim, 'his desire to create a master plan', seems 'tagged on' when in fact it is the reason for saying anything at all about Cardinal, so it has been made into a preamble.
