According to this page, it says "spoken by female". Does that mean it is only said by women?

I don't know what "spoken by female" means in that page but ป่ะ is spoken by both man and woman.
ป่ะ has the same meaning as ไหม which is question particle but ป่ะ is informal and usually used among friends.

I don't think it has the same meaning as ไหม but similar. It's actually the short form of หรือเปล่า which means "or not?"

My understanding is that "spoken by a female" - behind a หรือเปล่า and the sign for a speaker - refers to the sound file behind. I hear actually "หรือเปล่า spoken by a lady".

I disagree with intrater about it meaning ไหม..

Also whether guys on t/v shows say it or not actually has very little practical street value . Personally, I've never ever heard a thai male say it in real life. I have heard TONZ of gurls, katoeys and gay thai guys say it though, mostly in the following context:

There seem to be two words ป่ะ. You've described on of them, but the question is about the other, the sentence particle.

May I ask why ป่ะ is spelled with mai ek at all? With or without mai ek the tone is siang ek.
