True. I *was* thinking of the case where ที่ comes before a verb. As you say, the RID is only concerned with adjectives for ที่. But the example for อัน (ความจริงอันปรากฏขึ้นมา) contains a real verb.

Note 1: Why would you quote อัน (ความจริงอันปรากฏขึ้นมา) and talk about ที่?

Note 2: วันนี้ประเทศไทยอากาศร้อนมากซึ่งควรจะเป็นหน้าหนาว was written by a Thai. Yes, I can't parse it either, but I assumed that was because I didn't know enough Thai. But วันนี้ประเทศไทยมีอากาศร้อนมากซึ่งควรจะเป็นหน้าหนาว makes better sense, as I assume that "Today, Thailand has air very hot which should be winter" means something to a Thai. Or is ซึ่ง also a conjunction? "Today, Thailand has air very hot but (it) should be winter." But if (it) stands for "Thailand", then it needs more. How about "but which": "Today, Thailand has air very hot but which it should be winter."

What the pronoun precedes is what is being said about the noun.
There are only two examples of ที่ in use เด็กที่ขยัน เด็กที่ฉลาด
Note 1: I didn't find a place where I quoted ที่ and talked about อัน
Note 2: I can't parse it but I think that we both know for absolute certainty what it means so it doesn't need parsing. The person who wrote it was in no doubt that it made sense.
This morning I wrote in my diary;
I drove home; the road was jammed waiting for the bridge to open. I know what it means, I wrote it, I am English but it is garbage.
I know what you are thinking, because I wrote it you can be sure that it isn't right.

We hardly think of Holidays as Holy days now so when I saw holidays I thought it would be like หนีกรุง or Sawasdee where you can't read far before Lumix, beverages, or some other English word spoils the view.
Thank you for that, I will give it a go because I like to be able to quote วันเข้าพรรณษา (obviously I have got that one wrong)etc. and know the background.
