Sorry does that make a difference? The characters which appeared on my screen, were a bullseye, something similar to this: ฯเ and what looks like a horizontal finial.

See http://www.thai-language.com/ref/special-symbols. These symbols can be found in the Windows Character map:

Khomut (โคมูตร) The End Used to mark the end of the entire text. ๚ะ๛

อังคั่นคู่ /อัง-คั่น-คู่/ Indicating the end of a chapter, episode, verse, or section of Thai text.

Paragraph Known as ฟองมัน, or informally the "bird's eye" ตาไก่, this symbol can be used to indicate the beginning of paragraphs, but is now used only for special poetic or artistic effect.

That's interesting, they are listed on that link as though they were Thai characters, I have อฺ on my keyboard are the others there?

These 3 characters could easily lead to หน้าแตก lol... I have never seen any of those and honestly they didn't look Thai to me.
In fact I wonder if most Thai people even know about them or not.

For more information on these special symbols see pages 174 - 175 of "หลักภาษาไทย" by กำชัย ทองหล่อ.

If you wish to see the โคมูตร symbol used in Thai tattoos, please google "Thai Temple ("Yantra") Tattoo"

These look like the following symbols in Khmer: ‘’ and ‘’ or ‘’. A Khmer font can be downloaded at the following site.
http://rishida.net/scripts/khmer/

When it’s not easy to remember where these symbols are on the keyboard, please visit a Khmer site such as
http://kohsantepheapdaily.com.kh/article/27095.html
to copy and paste.
