I suspect you are referring to "แบงก์" meaning "banknotes" with the classifier "ใบ". Right? Here is the sample sentence from Lexitron with my translation:

พนักงานบริษัทไฟแนนซ์หลายหมื่นคนต้องกลายเป็นแม่ค้าจำเป็น แทนการนั่งนับแบงก์ในออฟฟิศ

Many thousands of finance company clerks have become merchants out of necessity; they no longer sit in their offices counting money.

For which meaning does the classifier "ฉบับ" relate?

ฉบับ is the first ลักษณนาม mentioned in the dictionary.

Looking at the example of แบงก์ in the dictionary here :
แบงก์จึงเพิ่มความเข้มงวดในการพิจารณาปล่อยกู้อัดราการปฏิเสธจึงสูงขึ้น
Banks are thus increasing their stringency in scrutinising loans and the rate of refusal is rising.
I take this to be original Thai so I wonder about จึง: faithfully translated as 'thus' making 'and' necessary.

จึง joins เหตุ and ผล and there is no เหตุ given so can this be a complete sentence?
Could จึง be translated as "...so banks are ..." or omitted "Banks have increased scutiny... "
then instead of and... "resulting in an increase in..."
I also wonder about อัตราการปฏิเสธสูงขึ้น it sounds like jargon. "the rate of loan refusals".

"Because banks have increased scrutiny of loans the rate of loan refusals has increased."

The actual topic is the increase in loan refusals so English could lead with that.

"The increase in loan refusals is because banks have increased their scrutiny."

However it is done my question is : Is the first จึง acceptable in Thai ?

Exactly my point.
Is it possible for Thai to have a conjunction where there is only part of the sentence. It looks strange to me in English, does it look equally strange in Thai is the question?

I am not trying to be a pain, I hope that I am helping people who may struggle with finding meaning where there is none to be found.
