Can anyone identify the role of this bike seen parked up in the vicinity of the Red Shirt Rally immediately before Songkran. My first impression was paramedic, but the yellow beacons might suggest traffic control or breakdown service. I can't make anything sensible out of the characters on the pannier (สายฅรวจ ???).

สายตรวจ = patrol, patrolman

เทศกิจ = municipal official (on the front mudguard)

Maybe it is a Chief Inspector...
The bike is a PLATINUM 150 cc, quite impressive, but not very expensive at about 50.000 bahts.
One of the factories, under HONDA licence, is in the south of Thailand.
