I have read in the Bangkok Post that it is illegal to use talcum poweder on Khao San road in BKK during the Songkran festival.

Why?

I can understand the ban on high-pqwer water guns, but what harm could talcum powder bring?

According to the missus this ban has been in force for years since drunken revelers began using the powder as an opportunity to grope/cop a feel of female's breast instead of just anointing the face as is customary.
