What does the phrase "ตู้ม้าเถื่อน" mean? And, who are "นายทุนตู้ม้าเถื่อน"?

Thank you, Tod, for providing the reference to http://pantip.com/topic/32110911 . There, the posters explain that ตู้ม้า was a pre-Internet gambling game akin to a slot machine or on-line poker.

I am still not sure who the "นายทุนตู้ม้าเถื่อน" are whom the คสช. is trying to warn us against, or whether this warning is against literal or metaphoric gambling touts.

Any thoughts?

I think that rather than writing คสช. คณะรัษาความสงบแห่งชาติ should be written until we all get used to what it means.
Isn't นายทุน an investor? เถื่อน just means 'Forrest' and used as an adjective; far from habitation, and by extrapolation, remote from any law, ปืนเถื่อน illegal gun. I should think that the คสช. consider many things to fall into this category.

นายทุน means capitalist. I suppose ตู้ม้าเถื่อน is a negative adjective, I'm guessing นายทุนตู้มา้เถื่อน means "greedy capitalists" or maybe "corrupt capitalists"

I just saw this in the newspaper today. I seems that the ตู้ม้าเถื่อน is a concrete noun and not a metaphor at all.
