I suspect that in the case of the aphorism above, the word is used in the meaning of ๒, as you point out, but in the metaphoric sense where "กายจิต" is the object, rather than "ท้องถิ่น". The word "govern" could also be used, rather than "control" to the same effect.

In such case that the above choices connote that idea that one lives his/her life actively ((and logically) so that one will be a strong and reasonable member of the society), they convey the original meaning.

Hello Pirin, I am busy in England now so have less time.
Your saying could "catch on" There is nothing wrong with it apart from it being unfamiliar so needs an effort to interpret.
In fortify you have a word which is commonly applied to the mind on a short term basis and not so commonly applied to the body, but it can be done; " I feel fortified after that cup of tea." That means that you were down in body and spirit but are now restored to normal.
I don't see fortify as being done continuously, don't all these sayings preceded by หัด show that the processes are continuous, หัด for things นามธรรม and บริหาร for things รูปธรรม.
Do you think that it is possible that these sayings owe some of their heritage to English because หมั่นบริหารกายจิต looks a lot like what I do; Exercise body and mind regularly. I play golf to exercise my body and make a puzzle of the Thai language to exercise my mind.
Reading is รูปธรรม I think.
Can you see any reason for พก in หัดพกอารมณ์ขัน apart from the English "Practise keeping a sense of humour.
