I did not find this phrase in the Thai-language.com dictionary.
It translates to "Thai Government" and is found on Thai currency beneath the national emblem of Thailand.

As it is composed of two words and the meaning of the phrase derives regularly from its constituents, why would you expect to find it?

Bill, thanks for your note. Richard is correct. This dictionary contains the Thai word for all the countries of the world. The initial "รัฐบาล" can be added to every country's name to indicate its government.
