I think that you may have invoked the "Thai Pattachote" keyboard, rather than the more common "Thai Kedmanee". In Thai Kedmanee, "" is on the same key as the English "," and the "" is on the same key as "t". On the Thai Parrachote keyboard, on the other hand, "" is on the "," key and "" is on the "i" key.

In Windows Vista, to switch to the more common "Thai Kedmanee" keyboard, go to the Windows "Regional and Language" settings, chose the "Keyboard and Languages" tab, and click on "Change Keyboards". Under the "Thai (Thailand)" and Keyboards, add the Thai Kedmanee keyboard and remove the Thai Pattachote keyboard. Once you invoke "O.K.", you should have the familiar Thai keyboard back.

(Note that these are instructions for Windows Vista; other versions of Windows may have slightly different arrangements.)

Best of luck to you.
