If กดลง means 'push down' then is กดขึ้น the correct translation for 'push up?'

You bet:
I push down on the balloon to keep it under water. I push up on the loose ceiling in order to cement it back into place.

Try ยัน or ค้ำ I won't suggest any sentences in case I close the thread down.
