Since the RID is a collaborative project, I suppose that the use of กำลัง in a role other than a noun has been overlooked.
David's reference to the grammar by นววรรณ assumes that every reader already knows what it does, and the fact that it can be used with an adjective teaches us more.

Here is another sentence from Lexitron under the definition of the word "เพลิน":

แม่กับลูกกำลังเพลินกับการทำขนมอยู่ในครัวโน่น
The mother and her [daughter] are having a good time making sweets over there in their kitchen.

"แม่กับลูกกำลังเพลินกับการทำขนมอยู่ในครัวโน่น" might be,

"The mother and her [daughter] are having a good time making sweets, [and they are] located in their kitchen.[/quote]?

We all see it differently but know what it means; what is their state and what are they doing, where are they.
เพลิน ทำอยู่ 'happy', 'make sweets' in that kitchen over there.
It seems to me as if 'what' and 'where' are both equally relevant so that กำลัง อยู่ show the present 'are happily making'.
